The CNES and the World Bank entered a Memorandum of Understanding on Governance and poverty

Algiers, 3 February 2007 — The National Economic and Social Counsel (CNES) and the World Bank have jointly entered a Letter of Intent within the framework of the colloquium organized today at Palais des nations, Club des Pins. This agreement comes within the context of the strategic priorities of the CNES in the three fields of governance, economic freedoms and poverty.
This agreement is the result of a series of contacts initiated by CNES in December 2006 geared to devise ways and means for an active cooperation with the World Bank aimed at supporting the new dynamic created and sustained by CNES and targeting the promotion of national evaluation systems designed and fostered by the national advisory board - CNES – and meeting with the most advanced international standards in the priority fields of governance, economic freedoms and poverty.
On the World Bank’s side, the major fields fit within the context of the CAS (Country Assistance Strategy) and the technical assistance activities program to Algeria, particularly in the management of reforms initiated by the Algerian authorities towards improving the investment climate and the delivery of basis services. In so doing, the Bank expresses its interest in giving CNES a multi-year support in the form of a cooperation program. The support and guidance program contemplated will fall around the three following axes: (i) the analysis capacity building of CNES, (ii) the support for the preparation of annual reports and (ii) the Bank’s participation to the efforts of information, dissemination and consultation undertaken by CNES.
The financing of the proposed activities will de determined subsequently according to the type and importance of the specific activities which will be selected finally. Mr. Mohamed Seghir Babes, president of CNES, expressed his satisfaction for the support given by the World Bank and « its support for the promotion of uniformity of the assessment approach of the World Bank and the assurance of a better harmonization of the definitions and work methods between CNES and all the partners concerned by the topics of «economic freedoms», «governance» and «poverty».
M.Théodore Ahlers, Director for the Maghreb countries, was very pleased about this initiative and stated: « this agreement is the result of the common will of cooperation between CNES and the World Bank in respect of transfer of knowledge and expertise. The World Bank is willing to accompany further Algeria through CNES in this development process in these important fields».
